Our firm maintains an alliance with the Mexican law firm of Villalobos & Moore which is headquartered in Chihuahua, Mexico but maintains a national platform throughout all of Mexico. With this relationship, Wong Fleming is able to manage matters throughout Mexico at your negotiated rates without the need for local counsel. You will receive a Wong Fleming bill and be able to take advantage of the local knowledge and expertise of the Villalobos & Moore staff of experienced attorneys and support staff. We will personally manage your matters and use local Villalobos & Moore attorneys and support staff where necessary.

Our cooperation partners in the Mexico office are Martha Angélica Villalobos-Murillo and John Moore.

Ms. Villalobos-Murillo received her Law Degree to practice law throughout Mexico, summa cum laude, from Instituto Tecnológico y de Estudios Superiores de Monterrey in 1997. She has experience in corporate law, mergers and acquisitions, incorporation and liquidation of companies, corporate housekeeping, corporate due diligence, public bids, governmental permitting and investment incentives, design and negotiation of contracts, including services agreements, manufacturing, distribution, supply and confidentiality agreements. She has also practiced real estate law for more than a decade. In addition, she has knowledge and experience in environmental, labor, litigation and foreign trade.

Villalobos & Moore is a multicultural legal practice that handles all kinds of corporate matters, with a particular emphasis on cross border transactions and foreign investment doing business in Mexico. Mr. Moore received his Bachelor of Science from the University of Utah in S peech Communication, with an emphasis in Argumentation. He received his Juris Doctor from the University of Pennsylvania. Upon graduation, Mr. Moore was selected for the Attorney General’s Honors Program at the Department of Justice’s Executive Office for Immigration Review where he advised, and wrote decisions for, eleven immigration judges throughout Texas. Mr. Moore has worked for a variety of federal agencies integral to immigration law, including drafting decisions at the Board of Alien Labor Certification Appeals. Mr. Moore has also argued before the Inter-American Commission on Human Rights, opposing ICE’s detention and due process policies.

The Immigration practice of Villalobos & Moore is based in El Paso, Texas. It is a bi-lingual Spanish-English Immigration and Naturalization law practice that handles all kinds of immigration cases, with a p articular emphasis on federal trial, family-based immigration, waiver applications, naturalization, immigrant and non-immigrant visas. The Immigration practice’s mission is to provide high quality legal services with integrity, professionalism and respect for our clients and the community, while creating personal relationships to help guide clients through the maze of US immigration laws.
